Case study

Boosting citizen participation and improving quality of life, the case of Argenteuil

The city of Argenteuil (France), has been using thelma® since June 2016. Tens of thousands of reports have been recorded. The first benefit identified is the clear reduction in the time taken to resolve anomalies.

CITIZING, an independent consultancy, specializing in the socio-economic evaluation of public projects, was called in to measure all the project’s costs and benefits. This work highlighted significant gains of three kinds :

  • Improved quality of life – for example, the processing time of « cleanliness » reports in the first two years of the project dropped from 9 to 2 days;
  • Productivity of city services – « by mobilizing the average gains made by resolving reports in each category […], we estimate that the gain in work efficiency made possible by thelma® generates a socio-economic value of almost €15 000 » ;
  • Improved links between citizens and city services – « Before thelma® was launched in Argenteuil, 90% of reports were made by telephone (via the toll-free number) and 10% by post. […] We estimate that the processing cost of reports avoided was 6 060 € / per year ».

The agency concludes that « every euro invested in the system (application and operating resources) creates almost €3 in collective value ».
